Mr. Bai specializes in labor Law, and is experienced in establishing diversified employment compliance system for companies, handling public opinion specifically in labor disputes, and providing professional expertise in human resources and human capital industries.


Mr. Bai has been devoting to conduct practical labor services since he started to practice as a lawyer in 2008. He deeply understands the labor law system of PRC, the corresponding legislative evolution, intent and judicial practices. Mr. Bai has brought up the original concept of “Labor Law+”, and has integrated “Labor Law + Human Resources Management + Human Resources Services” to provide clients with tailor-made labor management solution in achieving human resources sustainability.


Mr. Bai is an expert in helping clients solving management problems fitting in the specific feature of company or industry. He has brought up that the application of labor law should be adjusted in different industries, and the application of labor law concept should also be varied in different companies. Mr. Bai has rich experiences in handling employee placement in the reform of SOEs, the employment compliance planning for clients in IPO application process, the risk management of HR services brought in as third party, the compliance control of labor cost, the compliance management of employment outside the system of government and institutions etc. He has been consulted and has provided solutions for renowned companies in handling labor public opinion.


Mr. Bai has profound understanding about the Human Resources Service and Human Capital Service Industries, and has rendered legal professionalism for multiple famous human resources services institutions. He has unique angle and excellent practical experiences in comprehending the integration of industry and labor policies, the strategies of servicing different industries, the product models, industries compliance system establishment, legal risk control and sustainable development of different industries. 


Work Experience

Mr. Bai has been serving as a judge for the first National Human Resources Contest final round in 2021. The Contest was organized by the Ministry of Human Resources and Social Security of PRC and Chongqing Municipal People's Government. Mr. Bai was the only labor law expert participated in assigning topics for preliminary contest and final contest. The topics were handed down to participated groups across the country by the Ministry of Human Resources and Social Security of PRC.


Mr. Bai has been constantly in charge of the Expert Online column of China Labor and Social Security Daily from 2006 to 2018. He has published over 1,000 labor related articles and has raised great concern in society. Mr. Bai is the Executive Vice Chairman of China Human Resources and Social Security Council, Managing Director of Chinese Association of Labor Science, the legal counsel of National People's Congress Service Center, the committee member of State-owned Assets Governance Research Professional Committee under Society of Public Finance of China, the Vice President of Beijing Human Resources Service Industry Committee. In addition, Mr. Bai is the external lecture expert for multiple reputational colleges including Tsinghua University, Sun Yat-Sen University, Shanghai Jiaotong University, Zhejiang University, Wuhan University, Dongbei University of Finance and Economics.


Mr. Bai has been working for the legal center under the Ministry of Human Resources and Social Security of PRC for many years after he graduated from school. He is experienced in the procedures and strategies in labor inspection, social security inspection and major labor incidents.


Mr. Bai obtained the Lawyer Qualification Certificate of People's Republic of China in 2006.



Education Background

Mr. Bai graduated from the Law School of Renmin University of China and acquired the Juris Master degree in 2006. He graduated from the Law School of Tsinghua University and acquired Doctor of Labor Law in 2018.
