Mr. Jiang specializes in labor and social security laws, corporate compliance investigation, and the establishment and improvement of the corporate compliance system.
Mr. Jiang is one of the first few persons to receive a Ph.D. in labor law in China. He has long been engaged in researching the practical issues of labor laws, trade union laws and social security laws. He has studied systematically the international and the PRC labor laws and has a broad and deep understanding of the legislation, enforcement and practice of PRC Labor Law, Trade Union Law, and Social Insurance Law. He has also participated in the legislation of the PRC Labor Law, the Employment Contract Law, the Labor Dispute Mediation and Arbitration Law, the Employment Promotion Law and the Social Insurance Law, as well as the formulation of implementing regulations for such laws. He has provided consultation to legislative authorities on the making and amending of laws and regulations for multiple times. The Legal Affairs Office of the PRC State Council appointed Mr. Jiang as the leader of a research team in the process of drafting the PRC Employment Contract Law. Mr. Jiang's recent books include Beijing Employment and Labor Law Guide and Labor Arbitration.
Mr. Jiang has extensive experience in the corporation's internal compliance system construction, internal compliance, and internal investigation. Mr. Jiang took over the project of the "Study on the Legal Management of Central Enterprises Benchmarking the World-Class Enterprises" from the State-owned Assets Supervision and Administration Commission of the State Council, and issued a report to the State-owned Assets Supervision and Administration Commission on the differences in the construction of compliance systems between Chinese central enterprises and world-class enterprises. Since 2014, Mr. Jiang has become a World Bank business environment expert. In March 2018, the Beijing Municipal People's Government set up the World Bank Business Environment Working Group, with Mr. Jiang serving as an adviser to assist in improving the business environment and improving China's ranking in the World Bank's business environment. In November 2018, the World Bank announced the business environment rankings, and China's ranking jumped from No. 78 to No. 46. In November 2019, the World Bank announced the latest business environment rankings, and China's ranking jumped from No. 46 to No. 31.
Mr. Jiang has provided advice on settlement schemes and employee issues arising out of M&A transactions, restructuring, reorganization, bankruptcy and stock listing of large PRC state-owned enterprises and multinational companies with investment in China on many occasions. He has obtained outstanding achievement in providing legal advice on recruitment, employment contract, non-compete, and class action in labor dispute arbitration and litigation for large state-owned enterprises, foreign companies' representative offices in China, and foreign-invested companies. Besides, Mr. Jiang has rich experience in dealing with trade unions and collective bargaining, etc.
In 2016, Mr. Jiang was the chief planner and chief general coordinator of the National Legal Environment Report on the Belt and Road Initiative, edited by the All China Lawyers Association. He organized nearly 400 Chinese and foreign lawyers and completed a 10-million words' report in 2 years. The report was published by Peking University Press.
Mr. Jiang was named the Best Chinese Labor Lawyer by China Talents in June 2008; in 2016, he was named the outstanding lawyer of labor and human resources by "China Legal Business"; in the Chambers Asia 2009-2022 Guide, he was named the first band of China's top labor lawyers, etc.
Mr. Jiang also held several social positions as Enterprise Annuity Review Expert of the Ministry of Human Resources and Social Security, Legal Adviser of the Beijing Municipal Committee, Legal Construction Consultant of the Beijing Municipal People's Congress Standing Committee, and the 11th CPPCC National Committee Member. At the moment, Mr. Jiang is also the Deputy Chair of Social Law Committee of China Law Society, Director of the Labor and Social Security Professional Committee of the All China Lawyers Association, Honorary Chair of Beijing Labor and Social Security Law Society, Part-time arbitrator of Beijing Labor Dispute Arbitration Commission, Guest Professors of Law Schools of Peking University, Qinghua University, Renmin University and China University of Labor Relations Law School, and the China Council of the Inter-Pacific Bar Association. In addition, Mr. Jiang is a member of the Foreign Affairs Lawyers Talent Pool of the Ministry of Justice.

Mr. Jiang graduated from the Law School of Renmin University of China and the Law School of Peking University in 1992 and 2001 respectively, and received a Bachelor's degree and a Master's degree in law from Renmin University of China and a Doctor's degree in law from Peking University.
